Decision details

East West Cycle Superhighway (Cycle Superhighway 3) Phase 2 Transport for London consultation

Decision Maker: Cabinet Member for Sustainability and Parking

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: No

Purpose:

The City Council has been working with Transport for London (TfL) and the Cycling Commissioner for London on the design and implementation of Phase 1 of the East West Cycle Superhighway (also known as Cycle Superhighway 3). TfL are now progressing Phase 2 of this scheme, and are seeking to start public consultation on 8 February 2016.

Decision:

SUBJECT:

Transport for London’s East West Cycle Superhighway (CS3) Phase 2 Scheme: Public consultation

Notice is hereby given that the Cabinet Member for Sustainability and Parking has made the following executive decision on the above mentioned subject for the reasons set out below.

Summary of Decision

The Cabinet Member approved the City Council’s response to TfL’s consultation on Phase 2 of the East West Cycle Superhighway (now known as CS3) and generally supports the concerns raised by the Paddington Residents' Active Concern on Transport (PRACT) and the South East Bayswater Residents' Association (SEBRA).

Reasons for Decision

TfL has been consulting on Phase 2 since 8 February 2016 and this covers the section of CS3 between Paddington and Wood Lane.   Within the City of Westminster the main impact is between the junction of Westbourne Terrace with Craven Road and the A40 Westway up to the boundary with the Royal Borough of Kensington and Chelsea in the vicinity of Great Western Road beneath the A40 Westway.  The City Council’s response sets out that there is a strong case for undertaking additional traffic modelling and sharing the modelling assumptions with the City Council and its residents and businesses.  TfL will be fully funding this scheme if it proceeds, including full reimbursement of design development and implementation costs, and the City Council’s reasonable costs.
