Decision:

1.            That this report be exempt from disclosure by virtue of the Local Government Act 1972, Schedule 12A Part 1, paragraph 3 (as amended), in that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information).

 

2.            That the Cabinet Member for Housing, Regeneration, Business and Economic Development appoved the continued contract award to Affinity Sutton Ltd on this basis to develop the estate known as the Tollgate Garden Estate, with parts to be disposed of on a 250 year lease.

 

3.            That the Cabinet Member for Housing, Regeneration, Business and Economic Development delegated authority to the Head of Major Projects, in collaboraton with the Tri-Borough Director of Law, to negotiate all variations within a 10% tolerance on the final contract and the commercial terms..

 

4.         That the Cabinet Member for Housing, Regeneration, Business and Economic Development approved the allocation of an additional amount as set out in the report from the Affordable Housing Fund towards the cost of this project.

 

Reasons for the Decision

 

The proposed commercial settlement continues to provide a best consideration for the land. The increase of both affordable and private units on this Westminster owned site are positive messages for Westminster residents generally and are part of the council renewal promises made in 2010. These much needed units will go some way to supporting the growing London wide housing demand. It is the view of officers and the consultants that no better commercial or housing alternative exists in the current market.
