Decision:

That the report be exempt from disclosure by virtue of the Local Government Act 1972 Schedule 12A, Part 1, paragraph 3 (as amended), in that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information)

 

That approval be given for Westminster City Council to call-off of the Semi-independent Living Services for Young People in Care 16+ and Care Leavers as set out in the report

 

In order to ensure improved service quality for care leavers as this is an unregulated market but a key focus of inspections undertaken by Ofsted.  These arrangements will enable a more robust approach to quality when commissioning placements, as consistent standards, terms and conditions are set out in the Framework Agreement. Furthermore, by working with a smaller number of providers short- listed on the Framework, commissioners will be able to develop more collaborative relationships with providers to improve the delivery of service over the lifetime of the framework.
