3. Thatapprovalisgivento implementtheproposalsin linewiththeProposedProject DeliveryProgrammefortheBrookStreetandDaviesStreetTwo-WayProject asset out in Section8 of thereport.
4. Thatspendingapprovalisgivenof £1.22m,all ofwhichis fundedby Transportfor London.
5. ThattheExecutiveDirectorofCityManagementandCommunitiesisgivendelegated authorityto makeanyadditionalminorchangesto theTrafficManagementOrders neededfortheprojectand tomakeany necessarychangesto theBrook Streetand DaviesStreet Two-Way Project designsas presentedin thereport,inconsultationwith theCabinetMemberforBusiness,CultureandHeritageandtheCabinetMemberfor CityHighwayson conditionthatthesechangesdo notexceedtheoverallapproved capitalexpenditureof£1.22m.
6. ThattheCabinetMember for Business CultureandHeritage, andtheCabinetMember forCityHighwaysagreed resolutions 1 to5 totheextentthatthemattersfall within theirrespectiveTerms of Reference.
ReasonsforDecision
1. Theproposedhighwaymodificationsthatwillbe deliveredby theBrook Streetand DaviesStreetTwo-WayProject willimprovepermeabilityand accessibilityin the Mayfairarea byshorteningjourneys,improvingtrafficflowsand byimprovingroute choices forall roadusers,including cyclists.Currentloadingand parkingopportunities arebeingmaintainedand manydeliveryvehicleswillhaveto undertakeless circuitous routesinorder toreachthebusinessesbecauseofthenewtwowaytraffic availabilities.
2. Thisproject willsupportthedeliveryof theadjacentBondStreetPublicRealm ImprovementProjectwhichproposes anew rightturninto BrookStreetso thattraffic onBondStreet,takingadvantageoftheproposedtwowaytrafficoperationonBrook Street,has analternativeroute intotheMayfairarea. TheBrook StreetandDavies StreetTwo-WayProjectwillalso supportotherprojectsand schemesnearby suchas Hanover Squareandthe developingBerkeleySquare project.
3. Theresults ofthestakeholderengagementand TrafficManagementConsultation indicatethatoveralltheprojectis consideredbeneficial,butminoramendmentsare proposedtothekerbsidecontrolsthatwereadvertisedto addressthecommentsand objectionthathave been received.
