Decision:

1.         That this report be exempt from disclosure by virtue of the Local Government Act 1972 Schedule 12A, Part 1, Paragraph 3 (as amended), in that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information).

2.         That the Cabinet Member for Public Protection and Licensing approved the provision of a capital grant to the Mayor’s Office for Policing & Crime up to the value as detailed in the report from the capital budget to enable the Metropolitan Police Service to purchase and upgrade CCTV in the City of Westminster and noted the current estimate as set out in the report to be utilised from the allocated capital grant for the delivery of this work.

 

3.         That the Cabinet Member for Public Protection and Licensing delegated responsibility to the Executive Director of City Management and Communities to sign the final section 92 agreement on behalf of Westminster City Council that would confirm details of the transfer of the capital grant. 

 

 

Reasons for Decision 

1.         Westminster City Council (WCC) made the decision to decommission the crime and disorder CCTV estate as there were insufficient council funds or partners wishing to provide funding to support the annual revenue costs. The council also outlined its willingness to support the upgrade of the CCTV network in Westminster by allocating capital funding, provided the receiving organisation took ownership for the CCTV and necessary ongoing revenue costs. 

2.         WCC has always indicated its willingness to provide capital funding to upgrade their ageing and unreliable CCTV system and this capital grant will support the purchase and upgrade of CCTV cameras, the locations being selected by the Metropolitan Police as operationally important.
