Purpose:

Approval of enabling works budget

Decision:

1.            That this report be exempt from disclosure by virtue of the Local Government Act 1972, Schedule 12A Part 1, paragraph 3 (as amended), in that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information).

 

2.            That the Cabinet Member for Finance, Property and Corporate Services authorised a further spend as specified in the report, to take the total authorisation spend to the amount as detailed in the report, for the purpose of completing site enabling works, utilities diversions, land appropriation, Community Infrastructure Levy payment and other associated costs as set out in Section 6 of the report.

 

3.            That the Cabinet Member for Finance, Property and Corporate Services and the Cabinet Member for Housing gave authorisation to enter into a Unilateral Undertaking (Section 106 agreement) in relation to the development.

 

Reasons for the Decision

 

1.            The redevelopment of Beachcroft is the first of three Adult Care developments, led by the council, seeking to address the strategic City for All goals of Westminster along with the care needs as identified within the Tri-Borough area by the Specialist Housing Strategy for Older People (SHSOP).

 

2.            In order to progress the project and reach practical completion as soon as possible, enabling works (demolition and utilities diversions) are required to be completed prior to the Final Business Case and ahead of formal construction works commencing.

 

3.            Planning permission for the scheme was provided in March 2017, subject to the satisfactory completion of a Unilateral Undertaking (Section 106 agreement). This Unilateral Undertaking has now been prepared and is ready for completion.
