Decision:

 

1.         That the report be exempt from disclosure by virtue of the Local Government Act 1972, Schedule 12A Part 1, paragraph 3 (as amended), in that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information).

2.         That the Cabinet Member for Environment, Sports and Community and the Cabinet Member for Finance, Property and Corporate Services approves the project to integrate the Marylebone Library into the Seymour Leisure Centre in accordance with the steps outlined in the report.

3.         That the Cabinet Member for Finance, Property and Corporate Services approves the authorisation to spend the total value as detailed in the report, inclusive of the £228k that has been spent to date.

4.         That the Cabinet Member for Finance, Property and Corporate Services gives approval of a virement of £2.63m from the Investment Property Review budget allocation to fund the additional expenditure required to complete the scheme.

5.         That the Cabinet Member for Environment, Sports and Community authorises the Director of Property, Investment and Estates working with the Director of Law, through a delegated authority to deal with all necessary legal documentation as required for the project, including but not limited to, entering into any Section 106 agreements or any other agreement as deemed necessary to facilitate the delivery of the scheme.

6.         That the Cabinet Member for Environment, Sports and Community and the Cabinet Member for Finance, Property and Corporate Services authorises the Director of Property, Investment and Estates through a delegated authority to secure vacant possession and pay appropriate compensation, if required, to affected users that occupy the area required to locate the library.

7.         That the Cabinet Member for Environment, Sports and Community and the Cabinet Member for Finance, Property and Corporate Services authorises the Director of Property, Investment and Estates through a delegated authority to procure the design team with associated surveys. It is noted that a further Cabinet Member decision will be required prior to any appointment of a main works contractor.

 

 

 

Reasons for Decision

 

The Marylebone Library has recently been temporarily relocated, for a second time, to New Cavendish Street. A new permanent location within Marylebone is required for the library.

The Council’s lease over New Cavendish Street is for a period of six years at £120k pa. The Council has the ability to end this lease early (without penalty, subject to 3 months’ notice) should the new library at Seymour Leisure Centre be completed prior to expiry of this lease.

Following the completion of a feasibility study, SLC has been identified as a suitable location for the permanent library. The Council has formally announced its intention to progress a library at SLC through a press release in January 2017 and through a statement contained within the Council’s 2017/18 City for All plan.

In April 2017, the Capital Review Group (CRG) recommended the scheme for approval with the additional budget allocation. This is subject to the approval of this Cabinet Member Report and approval from the Cabinet Member for Finance, Property and Corporate Services as set out above.

Progressing with this project will result in an estimated revenue pressure of £75k pa which officers will work towards reducing; however any revenue pressures will be covered as is detailed in paragraph 11.5 of the report.
