Appointment of Relief Chairman

To appoint a relief Chairman.

Minutes:

Motion, moved by the Lord Mayor and seconded by Councillor Tim Mitchell, that Councillor Jan Prendergast be elected as Relief Chairman.

 

Motion put, and on a show of hands, declared CARRIED.

To sign the Minutes of the Meeting of the Council meeting held on 7 March 2018.

Minutes:

The minutes of the proceedings at the Council meeting held on Wednesday 7 March 2018 were, with the assent of the Members present, signed by the Lord Mayor as a true record of the proceedings.

Lord Mayor's Communications

i.            The Lord Mayor to report that, on Friday 9th March, he was the Guest of Honour at the Royal Navy Reserve Officers’ Dining Club.

ii.            The Lord Mayor to report that, on Monday 12th March, he laid a wreath at the Commonwealth Commemoration Ceremony at Commonwealth Memorial Gate, Constitution Hill

iii.            The Lord Mayor to report that, on Monday 12th March, he attended the annual Commonwealth Day Service at Westminster Abbey in the presence of Her Majesty The Queen and other Members of the Royal Family.

iv.            The Lord Mayor to reort that, on Wednesday 14th March, he gave the Annual Cities of Westminster and London Luncheon in honour of the Lord Mayor and Lady Mayoress of the City of London.

v.            The Lord Mayor to report that, on Thursday 15th March, he attended the annual Oranges and Lemons Festival at St. Clement Danes Church.

vi.            The Lord Mayor to report that, on Sunday 18th March, he attended the induction of Rabi Benji Stanley as Minister of Westminster Synagogue.

vii.            The Lord Mayor to report that, on Monday 19th March, he attended the annual Middlesex and North West London Army Cadet Forces’ Presentation Evening.

viii.            The Lord Mayor to report that, on Monday 26th March, he attended a commemoration ceremony to mark the Centenary of the Appoinment of General Foch as Supreme Allied Commander.

ix.            The Lord Mayor to report that, on Friday 30th March, he participated in the Procession of Witness from Methodist Central Hall to Westminster Abbey, via Westminster Cathedral.

x.            The Lord Mayor to report that, on Sunday 1st April, he attended a service at St. Clement Danes Church to commemorate the Centenary of the Formation of the Royal Air Force.

xi.            The Lord Mayor to report that, on Wednesday 4th April, he attended a service at Westminster Abbey to mark the 50th anniversary of the death of Dr. Martin Luther King Jr.

xii.            The Lord Mayor to report that, on Sunday 8th April, he will participate in the annual Whittington Walk from Highgate to Mansion House.

xiii.            The Lord Mayor to report that, on Sunday 8th April, he will attend the Olivier Awards Ceremony at the Royal Albert Hall.

xiv.            The Lord Mayor to report that, on Monday 16th April, he will host a reception for members of the Emergency Services and Resilience Responders.

 

Minutes:

3.1     The Lord Mayor advised the Council, with deep regret, of the passing last week of Honorary Alderman Dr Cyril Nemeth.  Dr Nemeth had served the Council as Lord Mayor in 1992-1993 with his devoted wife Lucille, as Lady Mayoress.  In 2014, after he stepped down from the Council, he was appointed an Honorary Alderman in recognition of his outstanding service to the Council.  He was awarded the MBE in 2012 for services to the local community and was also, for many years, a local Magistrate.  He served on many Council committees and was the Chairman of the Social Services Committee.

 

3.2     The Council stood in silence in memory of Hon Alderman Dr Cyril Nemeth, MBE, following which Councillors Jan Prendergast, Judith Warner, Paul Dimoldenberg and Nickie Aiken spoke in tribute.

Petitions and Deputations, if any

5.1     Councillor Angela Harvey presented a petition from Pimlico residents opposed to a Nine Elms Bridge.  The petition was referred to the relevant Chief Officer for reporting to the Cabinet Member.

Vote of Thanks to Lord Mayor

Minutes:

Motion moved by Councillor Melvyn Caplan, seconded by Councillor Heather Acton, that the Council resolve to record a Vote of Thanks to Councillor Ian Adams.  That the Council resolve to record a Vote of Thanks to Councillor Ian Adams for the distinguished service rendered by him as Lord Mayor and to his Consort, Mr Christopher Colosimo, for the constant and invaluable help given by him as the Lord Mayor’s Consort.  We assure them of our gratitude for, and high appreciation of, the dignity and ability with which they have carried out their many duties in accordance with the highest traditions of the City and this Vote of Thanks be inscribed on Vellum under the Common Seal and presented to them.

 

Motion put, and on a show of hands, declared CARRIED following which the Lord Mayor replied.

 

RESOLVED: 

 

That the Council resolve to record a Vote of Thanks to Councillor Ian Adams for the distinguished service rendered by him as Lord Mayor and to his Consort, Mr Christopher Colosimo, for the constant and invaluable help given by him as the Lord Mayor’s Consort.

 

We assure them of our gratitude for, and high appreciation of, the dignity and ability with which they have carried out their many duties in accordance with the highest traditions of the City and this Vote of Thanks be inscribed on Vellum under the Common Seal and presented to them.

Vote of Thanks to Outgoing Councillors

Minutes:

Moved by Councillor Nickie Aiken and seconded by Councillor Adam Hug, that the Council place on record its appreciation for the services rendered to the City by Councillors Julia Alexander, Daniel Astaire, Paul Church, Brian Connell, Baroness Couttie, Tom Crockett, Peter Cuthbertson, Nick Evans, J P Floru, Barbara Grahame, Adnan Mohammed, Suhail Rahuja, Glenys Roberts, Steve Summers, Barrie Taylor and Cameron Thomson, together with any other Councillors not re-elected at the forthcoming City Council elections and also former Councillors Edward Argar, Nilavra Mukerji and Vincenzo Rampulla who stood down during this term.  We also remember at this time former Councillor Audrey Lewis who sadly died during this term.

 

Motion put and on a show of hands declared CARRIED.

The Lord Mayor put the recommendation in paragraph 1 of the Standards Committee report to the vote and on a show of hands declared the recommendation ADOPTED.

 

Resolved:

 

That the Council approve the following addition to the Register of Interest form to be completed by all Members and Co-opted Members, as follows:

 

New Section 11 – Please list, including dates were possible, all training undertaken to prepare you for your role as a Councillor and for continuous professional development as a public representative.
