There were no changes to Membership.

Declarations of Interest

To receive declarations by members and officers of the existence and nature of any personal or prejudicial interests in matters on this agenda.

 

Minutes:

2.1       Councillor Angela Harvey declared that in her role as a Councillor she with amenity societies and Councillors who had made representations, none of which involved a personal or prejudicial interest.

 

2.2       Councillor Flight declared she knew amenity societies and Councillors who had made representations. She also declared that agenda item 6 relating to 17 Sussex Street was in her Ward, and that she had no contact with anyone in relation to the application.

 

2.3       Councillor Devenish declared that he knew former Councillor Alastair Moss, who was attending the meeting for agenda item 2 relating to 23 Great Windmill Street.

 

2.4       Councillor Devenish explained that all four Members of the Committee were provided a week before the meeting with a full set of papers including a detailed officer’s report on each application together with bundles of every single letter or e-mail received in respect of every application including all letters and e-mails containing objections or giving support. Members of the Committee read through everything in detail prior to the meeting, often taking a whole day over the weekend to do so.  Accordingly, if an issue or comment made by a correspondent was not specifically mentioned at this meeting in the Officer’s presentation or by Members of the Committee, it did not mean that the Committee Members ignored the issue as they would have read about it in the papers read prior to the meeting.

1.

DEVELOPMENT SITE 36 TO 40 LANGHAM STREET AND 94 GREAT PORTLAND STREET, W1 pdf icon PDF 6 MB

Minutes:

Demolition behind retained front facade of No.36 and No.94, including the demolition of existing rear basement and ground extensions and roofs to Nos.36-40. Minor excavation to the rear of Nos. 36-40, and rebuilding to provide part four and part five storey (above ground) buildings at No.36 and No.94. Erection of mansard roof to Nos.38-40 in connection with the use of part of basement and ground for either office (Class B1), retail (Class A1) or restaurant (Class A3) and the use of the remaining buildings as 17 residential units. Associated external alterations including rear terrace at first, second, fourth and roof level. New windows and plant.

 

Late representations were received from Councillor Glenys Roberts as Ward Member (02.02.15 and 03.02.15), and Christopher Shaw FRICS (02.02.15).

 

RESOLVED:

 

That the application be deferred to enable Committee Members to undertake a site visit.

23 GREAT WINDMILL STREET, W1 pdf icon PDF 2 MB

Minutes:

Installation of a raised deck, access stairs and play structures within the existing playground between the school and 24/25 Great Windmill Street.  Construction of new boundary treatment on the Great Windmill Street boundary in the form of two storey 'play cubes'.

 

Late representations received from Soho Parish Primary (02.02.15) and Shaftesbury PLC (02.02.15).

 

Councillor Paul Church addressed the Committee in his capacity as a Ward Councillor.

 

In the verbal presentation, officers referred to the following revisions being proposed to the Committee report:

 

REVISED RECOMMENDATION

 

1. Subject to no new issues being raised before the expiry of the consultation period on the 18 February 2015, grant conditional permission.

 

AMENDED CONDITION 2

 

You must apply to us for approval of detailed drawings (at scale 1:20) of the following parts of the development:

 

The Great Windmill Street frontage of the structures, including the gates and panels at ground floor level.

 

You must not start any work on these parts of the development until we have approved what you have sent us. You must then carry out the work according to these detailed drawings.

 

NEW CONDITION 7

 

You must submit a methodology statement relating to the relocation of the street light before works commence on the  playspace hereby approved. The street light must then be installed on the building within 6 months of the works being completed on the playground, unless otherwise agreed in writing with the City Council.

 

REASON

In the interests of public safety as set out in CS40 of our Core Strategy that we adopted in January 2011 (as amended by the NPPF Revision submitted to the Secretary of State on 25 January 2013) and TRANS 2 and TRANS 3 of our Unitary Development Plan that we adopted in January 2007.  (R24BC)

 

NEW INFORMATIVE 2

 

In relation to Condition 7, the methodology statement must include the arrangements to remove the street light from the building and the process to install the street light to the front elevation of the building.

 

 

RESOLVED:

 

That conditional permission be granted subject to an additional condition restricting the hours of use of the play structure to be settled by delegated powers following consultation with the head teacher and the Chairman of the Committee. Condition 5 to be amended to ensure that the position of the screen be subject to prior consultation with the neighbouring owner.

Application 1: Conversion of 1x3 bed flat in rear south east corner of site to 1x1 bed and 1x2 bed flats and associated external alterations including installation of rooflight, fenestration changes and subdivision of existing terrace.

 

Application 2: Conversion of part lower ground floor to create two bedroom flat and associated external alterations including new windows and doors, and formation of rear terrace with trellis screening.

Application 1:      That conditional permission be granted.

 

Application 2:       That Grant conditional permission be granted.

Minutes:

Use of two areas of the public highway for the siting of three tables, six chairs and one waste bin in connection with Starbucks.

 

A late representation was received from Councillor Jan Prendergast as Ward Member (03.02.15).

 

RESOLVED:

 

That conditional permission be granted, subject to reduced hours of 09.00 to 19.00 Monday to Saturday and 10.00 to 18.00 on Sunday.

 

The applicant also to be informed that the Committee is concerned regarding the mangement of the use of the premises and impact and will take this into account in future reviews.

Minutes:

Variation of Conditions 2 and 3 of planning permission dated 06 October 2005 for the refurbishment of the basement and ground floors for restaurant use (Class A3) including the erection of a full height extract duct on rear wall and alterations to the shopfront (RN: 05/03603/FULL); namely to allow 24 additional covers in the basement.

 

Additional representations received Connaught Court Tenants Association (28.01.15), Tom Hutchinson (29.01.15), and Radcliffes Le Brasseur (29.01.15).

 

A late petition received in support of the application (03.02.15).

 

RESOLVED:

 

That permission be refused due to cumulative adverse impact on the Edgware Road Stress Area, and detrimental impact on local residential amenity and local environmental quality.
