Approval is being sought to directly award the contract to the incumbent provider, Thrive Tribe Limited, for the provision of Healthy Lifestyle Services across Westminster City Council (WCC) and the Royal Borough of Kensington and Chelsea (RBKC) without further competition. A direct award is proposed for a 10-month period from 1st January 2024 – 31st October 2024, as an interim measure to allow sufficient time for the mobilisation and implementation of the new contract award, without disrupting current services for residents.
The tender exercise is currently ongoing and is currently at the evaluation / moderation stage. It is anticipated that the new service provision will commence on 31 October 2024 for a period of Five (5) years to 30th September 2029, with the option to extend for a further period of up to twenty-four months (24 months) to 30th September 2031.
In addition, approval is being sought to allocate additional funding to the contract to enable Thrive Tribe to deliver an enhanced service that will achieve new stop smoking targets set by The Office for Health Improvement and Disparity (OHID). Both boroughs have received additional funding via the Local Stop Smoking Service and Support Grant (LSSSSG) to enable Local Authorities to enhance local stop smoking services and support over the next 5 years until 2029. As the local Stop Smoking Service is delivered as part of the Integrated Healthy Lifestyle Service, Thrive Tribe, the incumbent service provider is best placed to deliver this enhanced offer. The above-mentioned service will be incorporated into this direct award so that the enhanced service can be delivered by Thrive Tribe, as part of the IHLS contract over the next 7 months (from April 2024) until the new service is in place.

This report recommends the freehold sale of Cavendish Square car park and Gardens to developer Reef Group.. A disposal also provides the opportunity to capitalise on Reef who are an invested purchaser, willing to pay a significant premium to the book value. The proceeds received would significantly benefit the Council’s capital programme and would would enable Reef to finance a significant healthcare development at the car park. The development would ensure Reef’s £12m contribution via s.106 to Cavendish Square public realm and Oxford Street works, seen significant employment creation and a significant increase in business rates payable from a completed scheme.

To increase carers’ direct payment for 24/25 and 25/26 by up to £18 per hour to better enable families to employ personal assistants that deliver short breaks packages. This increase accounts for the consumer price index, inflation as well as the cost of living. Having undertaken benchmarking, the proposed rate is consistent with other local authorities.
Officers have consulted with parents reference groups, Full of Life and Make it Happen. Parents Forums have told us that by increasing the carer’s allowance to make it easier for families to recruit personal assistants, many more families are likely to want to convert from agency home care services to carer’s direct payments. Families have told us they want their children to benefit from support from skilled and consistent personal assistants including those who are friends or already known to the child.
This service decision in Short Breaks forms part of a review that is currently underway to further enhance practice, derive value for money in commissioning arrangements, develop an inclusion offer in universal youth services as well as improve and simplify processes within the service.
