Direct Award for the Integrated Healthy Lifestyle Service including an enhanced Stop Smoking Service and Support offer

Approval is being sought to directly award the contract to the incumbent provider, Thrive Tribe Limited, for the provision of Healthy Lifestyle Services across Westminster City Council (WCC) and the Royal Borough of Kensington and Chelsea (RBKC) without further competition.   A direct award is proposed for a 10-month period from 1st January 2024 – 31st October 2024, as an interim measure to allow sufficient time for the mobilisation and implementation of the new contract award, without disrupting current services for residents.   

 

The tender exercise is currently ongoing and is currently at the evaluation / moderation stage. It is anticipated that the new service provision will commence on 31 October 2024 for a period of Five (5) years to 30th September 2029, with the option to extend for a further period of up to twenty-four months (24 months) to 30th September 2031.  

 

In addition, approval is being sought to allocate additional funding to the contract to enable Thrive Tribe to deliver an enhanced service that will achieve new stop smoking targets set by The Office for Health Improvement and Disparity (OHID) Both boroughs have received additional funding via the Local Stop Smoking Service and Support Grant (LSSSSG) to enable Local Authorities to enhance local stop smoking services and support over the next 5 years until 2029 As the local Stop Smoking Service is delivered as part of the Integrated Healthy Lifestyle Service, Thrive Tribe, the incumbent service provider is best placed to deliver this enhanced offer.   The above-mentioned service will be incorporated into this direct award so that the enhanced service can be delivered by Thrive Tribe, as part of the IHLS contract over the next 7 months (from April 2024) until the new service is in place.
