Decision:

The Cabinet Member for Planning and Economic Development has approved the London HQ Limited Proposal in respect of the Victoria Renewal and Alteration BID.

 

-        To request the Chief Executive as the City Council’s Returning Officer and ballot holder to hold a ballot on behalf of London HQ Limited in respect of their Victoria Renewal and Alteration BID Proposal.

-        That the Director of Law be authorised on behalf of the City Council to enter into the necessary legal agreements for collection of the BID Levy. In addition, deal with related documentation which the City Council is required to enter into with London HQ Limited to deliver relevant services in relation to the Victoria BID area throughout the BID’s renewal term and any other necessary legal matters as instructed and in consultation with the appropriate Council officers.

-        Approved the budget of £262,816 for BID levy payments that may become due from the Council to the BID for the 5 year BID term if the ballot is successful.

Reasons for the decision:

BIDs can continue for an unlimited number of terms, providing they are successful in their ballots. London HQ Limited have submitted their Victoria Renewal & Alteration BID proposal to the City Council for its consideration to enter its fourth term. The City Council is statutorily bound to consider the BID’s Proposal and, subject to its approval, to hold a ballot on behalf of London HQ Limited.

 

Victoria BID has a strong collaborative relationship with the City Council and over the previous three terms, has been able to accomplish the following notable achievements for the BID and its members:

-        £2.5m was invested into the Christchurch Gardens project by Westminster City Council after the BID’s feasibility

-        38,800+ welfare visits to businesses by the BIDs Patrol Team

-        8,500+ business visits completed by the BID’s team of Ambassadors

-        Over 85,000 privilege cards in circulation with 220 offers

-        43,197 patrol hours per year from the 7 day-a-week on street security team

-        11,900km+ of pavement cleaned, flushed and deep cleaned

-        Since 2010, £31.2m has been invested by the BID across all BID service areas.

-        Supported the feasibility work for Project SWAN, a low-carbon heat network in central London, in collaboration with AECOM and the Department for Energy Security and Net Zero. The environmental benefits of SWAN are estimated to provide a saving of 75,000 tonnes of carbon dioxide per year and 92% carbon savings by 2040.

-        Fund the Community Intervention Team from the Passage charity, which works every weekday to help rough sleepers. Throughout 2022-23 the team engaged with more than 900 individuals.

 

It is anticipated that Victoria BID will continue to play an active part in the joint working arrangements with the City Council and other key partners to enable the delivery of new schemes and initiatives of mutual concern.
