Reason for Decision: The Council has a planning obligation to lease the space to a workspace operator, who in turn will facilitate the use of the space as affordable workspace. To fulfil the requirements of the planning commitments and support regeneration and economic development in Harrow Road area, the Council tendered the 300 Harrow Road Enterprise Space and Café opportunity to workspace operators, with the intention to grant a lease for a period of up to 15 years and an associated concession contract to deliver specific services with economic and social outputs. Following the competitive tender process, it is recommended to award the contract and grant the lease of the 300 Harrow Road Enterprise Space and Café to Kindred Studios (Companies House registration number 0976422 and registered charity number 1182692). Their bid demonstrated a strong understanding of the project, and experience of managing creative workspaces, working with and curating programmes for creative industries.
