Summary of Decision

The Cabinet Member for Adult Social Care, Public Health and Voluntary Sector has approved an interim arrangement with Care UK Community Partnerships Ltd whilst the longer contract is agreed.  The interim arrangement is for the care services and accommodation at Forrester Court for the period from 26^th January 2025 for a maximum period of six months until 25^th July 2025 with a total value of £2,463,482 (to include an uplift to be agreed). The Cabinet Member for Adult Social Care, Public Health and Voluntary Sector has also approved the direct award for the delivery of the Forrester Court Care Services Contract to Care UK Community Partnerships Ltd. (02644862) commencing on or before 26^th July 2025 for an initial period of two years with the option to extend by up to seven years and for an estimated contract value of £61,933,451 exclusive of VAT as set out in the report. Finally, the Cabinet Member has delegated authority to the Bi-Borough Executive Director for Adult Social Care and Health to agree commercial terms and enter into all associated legal agreement and documents regarding the above contracts, subject to the agreement of the Director of Law.

Reasons for Decision

The care services contract under the PFI Agreement expired on 26^th July 2024. The incumbent supplier, Care UK Community Partnerships Ltd, has been identified without competition and is currently deemed to be the only organisation that can ensure continued delivery of care services at Forrester Court during the proposed initial contract period.
