Genitourinary Medicine (GUM) Services are open access, available to any individual present in the local area. Pan London arrangements and partnering agreements are in place to support this arrangement. The existing Inner North West London GUM contract, which is led by the Council, is due to end in March 2025.
Summary of Decision
The Cabinet Member for Adult Social Care, Public Health and Voluntary Sector has approved:
- The procurement strategy set out in the report for placing a contract for the provision of GUM Sexual Health Services by using a compliant procurement process under the Provider Selection Regime Direct Award Process C which allows award of contract to an incumbent provider.
- That the procurement is progressed on a collaborative basis with Kensington & Chelsea and Hammersmith & Fulham Councils, with Westminster City Council leading the process.
- The delegation to to the Bi-borough Executive Director of Adult Social Care and Health, of the decision to award the contract on conclusion of the checks and processes required by the Provider Selection Regime legislation.
- A variation to the current Westminster contract for GUM services to allow an extension to be put in place for two months plus a further two months if required, in order to complete the Provider Selection Regime requirements.
Reasons for Decision
The Cabinet Member has approved the recommendations to enable the Council to meet its obligation, to ensure the provision of GUM services for all persons present in the area, whether they are residents or not. It will also only be made once the Council and its partners are satisfied that the PSR Regime key criteria are met by ChelWest, which will demonstrate that they are capable of delivering the Council’s requirements. The likely outcome of this decision will ensure continuity of service to patients and residents, without disruption.
