Summary of Decision

 

The Cabinet Member for Adult Social Care, Public Health and Voluntary Sector has approved the changing of the Council’s Minimum Income Guarantee to £272.69, at a cost of £1.2m.

 

Reasons for Decision

 

The Council has discretion under the Care Act 2014 to decide whether residents must contribute to the costs of their non-residential care services. Guidance from the Department for Health and Social Care (DHSC) sets out factors that the Council must consider when writing its policies for this. These include ensuring people are not charged more than it is reasonably practicable for them to pay, policies should be comprehensive, to reduce variation in the way people are assessed and charged; and, Local Authorities should consider how to protect a person’s income

The purpose of changing the minimum income guarantee is to promote independence and social inclusion and ensure that those residents have sufficient funds to meet basic needs such as purchasing food, utility costs or insurance, after any housing costs like rent council tax and disability related expenditure.
