The Cabinet Member for Public Protection and Licensing approved the proposed increase in penalties issued for littering to £150 with a reduced early payment rate of £95.

 

Reasons for Decision 

 

  • The penalty range from 1st April 2018 cannot be lower than £50 and cannot be higher than £150. If the Local Authority does not specify the rate, it defaults to £100. From 1st April 2019, the lower rate increases from £50 to £65. There is also an opportunity to offer a lower rate for payment within a specified time frame
  • The current penalty for littering is £80. This is set at the highest level that the legislation allows.
  • Currently the level for all fixed penalties relating to environmental crime in Westminster is set at the highest level that the legislation allows.
  • To encourage early and increased level of payment for Environment crime Fixed Penalty Notices, Westminster currently offer a reduced early payment rate. This is set at approx.35%-40% lower than the higher rate if the Fixed Penalty is paid within 10 days
