To note any changes to the membership.

1.1           There were no changes to the membership.

Declarations of Interest

To receive declarations by Members and Officers of the existence and nature of any pecuniary interests or any other significant interest in matters on this agenda.

Minutes:

2.1      The Chair explained that a week before the meeting, all Members of the Sub-Committee were provided with a full set of papers including a detailed officer’s report on each application; together with bundles of every single letter or e-mail received in respect of every application, including all letters and emails containing objections or giving support. Members of the Sub-Committee read through everything in detail prior to the meeting. Accordingly, if an issue or comment made by a correspondent was not specifically mentioned at this meeting in the officers’ presentation or by Members of the Sub-Committee, it did not mean that the issue had been ignored. Members would have read about the issue and comments made by correspondents in the papers read prior to the meeting.

 

2.2.      Councillor Williams declared a non-pecuniary interest in agenda item 2 as the application site was in his Ward and he had called the application in to be heard at Planning Committee. He also declared that he knew those who would be speaking in support of the item at the Committee from his work as Ward Councillor for Pimlico South.

 

Councillor Chowdhury declared a non-pecuniary interest in agenda item 2 as his group members had lent their support to the application, they had not discussed the application.

3.1      That the minutes of the meeting held on 9 July 2024 be signed by the Chair as a correct record of proceedings.

The retention and continued use of the existing Education Centre building for

the Palace of Westminster for a further temporary period until 31 December 2030.

 

James Young, from The Parliamentary Estate, addressed the Sub-Committee in support of the application.

 

Helen Monger, from London Parks & Gardens, addressed the Sub-Committee in objection to the application.

 

RESOLVED UNANIMOUSLY:

 

That conditional planning permission be granted subject to no new material planning considerations being raised after the expiry of the public consultation

Minutes:

Erection of mansard roof extension with roof terrace and raising of chimneys in connection with enlargement of the top floor flat

 

A late representation was received from the applicant (17.08.24)

 

Jack Parker, the applicant, addressed the Sub-Committee in support of the application.

 

Peter Ruback, speaking on behalf of Pimlico Neighbourhood Forum, addressed the Sub-Committee in support of the application.

 

Tony Hambro, speaking on behalf of St. George’s Square Residents’ Association and the Federation of Pimlico Residents’ Associations, addressed the Sub-Committee in support of the application.

 

Councillor Robert Eagleton addressed the Sub-Committee in support of the application.

 

RESOLVED UNANIMOUSLY:

 

1. That conditional planning permission be granted.

2. That conditional listed building consent be granted.

 

Reason:

 

1. That the harm caused to the designated heritage assets is off set by the public benefits.

2. That the draft decision notices be agreed by the Chair before issuing, including a condition requiring the roof covering to be slate rather than lead.

David North addressed the Sub-Committee in objection to the application.

 

RESOLVED:

 

That conditional planning permission be granted subject to amendment to condition 4 to require details of closing mechanism prior to commencement and in consultation with occupiers of the buildings.
