1.2           Election of Deputy Chairman

 

           The Chairmen proposed that Councillor Louise Hyams be appointed as            Deputy Chairman for the duration of the Meeting. There being no other            nominations it was

 

RESOLVED

 

That Councillor Louise Hyams be appointed as Deputy Chairman for the duration of the Meeting.

Declarations of Interest

To receive declarations by Members and Officers of the existence and nature of any pecuniary interests or any other significant interest in matters on this agenda.

2.1       The Chairman explained that a week before the meeting, all four Members of        the Committee were provided with a full set of papers including a detailed     officer’s report on each application; together with bundles of every single             letter or e-mail received in respect of every application, including all letters            and emails containing objections or giving support. Members of the           Committee read through everything in detail prior to the meeting. Accordingly,    if an issue or comment made by a correspondent was not specifically    mentioned at this meeting in the officers’ presentation or by Members of the           Committee, it did not mean that the issue had been ignored. Members will             have read about the issue and comments made by correspondents in the          papers read prior to the meeting.

 

 

2.2       Councillor Louise Hyams declared in respect of Item 6 the Application site             was located in her Ward and advised that no discussions had been held     about the Application.

Late Representations were received from HGH Consulting (22.06.20) and  TRISKELE Conservation LTD (Unknown) .

 

Billy Pattison addressed the Sub-Committee in support of the application.

 

Patrick Grincell addressed the Sub-Committee in objection to the application.

Minor Amendment to Officers Report

The draft decision notice does not include the landscaping condition requested by the Arboricultural Manager to mitigate the loss of two trees. Accordingly, it is recommended that the following condition 7 is added to the draft decision notice:

7. You must apply to us for approval of detailed drawings of a hard and soft landscaping scheme which includes the number, size, species and position of trees and shrubs. The hard and soft landscaping scheme must also include two replacement trees. You must not start work on the relevant part of the development until we have approved what you have sent us. You must then carry out the landscaping and planting within one year of completing the development (or within any other time limit we agree to in writing).

If you remove any trees or find that they are dying, severely damaged or diseased within five years of planting them, you must replace them with trees of a similar size and species.

REASON:

To improve the appearance of the development, to make sure that it contributes to the character and appearance of this part of the St Johns Wood Conservation Area, and to improve its contribution to biodiversity and the local environment. This is as set out in S25, S28 and S38 of Westminster's City Plan (November 2016) and ENV 16, ENV 17, DES 1 (A) and paras 10.108 to 10.128 of our Unitary Development Plan that we adopted in January 2007.

It is also proposed to delete Informative 4 as the proposed condition 7 secures the replacement trees

 

 

 

 

RESOLVED UNANIMOUSLY:

 

1.     That conditional permission as amended be granted subject to the additional Condition as tabled and set out above.

 

2.     That an additional Condition be added which requires details of the replacement planting to be submitted for approval.
