1.2           Election of Deputy Chairman

           The Chairmen proposed that Councillor Louise Hyams be appointed as            Deputy Chairman for the duration of the Meeting. There being no other            nominations it was

RESOLVED

That Councillor Louise Hyams be appointed as Deputy Chairman for the duration of the Meeting.

To receive declarations by Members and Officers of the existence and nature of any pecuniary interests or any other significant interest in matters on this agenda.

2.1       The Chairman explained that a week before the meeting, all four Members of        the Committee were provided with a full set of papers including a detailed     officer’s report on each application; together with bundles of every single             letter or e-mail received in respect of every application, including all letters            and emails containing objections or giving support. Members of the           Committee read through everything in detail prior to the meeting. Accordingly,    if an issue or comment made by a correspondent was not specifically    mentioned at this meeting in the officers’ presentation or by Members of the           Committee, it did not mean that the issue had been ignored. Members will             have read about the issue and comments made by correspondents in the          papers read prior to the meeting.

2.2       Councillor Louise Hyams declared in respect of Item 6 the Application site             was located in her Ward and advised that no discussions had been held     about the Application.

To sign the minutes of the last meeting as a correct record of proceedings.

3.1       That the minutes of the meeting held on the 26 May 2020 be signed by the           Chairman as a correct record of proceedings.

Applications for decision

This application was withdrawn from the Agenda by Officers

Erection of single storey rear extension at lower ground floor level and installation of new windows, and the replacement of existing windows and the front door.

Late Representations were received from HGH Consulting (22.06.20) and  TRISKELE Conservation LTD (Unknown) .

Billy Pattison addressed the Sub-Committee in support of the application.

Patrick Grincell addressed the Sub-Committee in objection to the application.

The Presenting Officer tabled the following Additional Condition and amendment to the Draft Decision Notice

Flexible use of the ground and basement floors for either retail (Class A1) or restaurant use (Class A3).

Late representations were received from Councillor Pancho Lewis (22.06.20) and The Soho Society (22.06.20) & (22.06.20),

Helen Cuthbert addressed the Sub-Committee in support of the application.

Matteo Andreoletti addressed the Sub-Committee in objection to the application.

An additional representation was received from Councillor Johnathan Glanz (18.06.20).

A late representation was received from Councillor Pancho Lewis (21.06.20).

RESOLVED UNANIMOUSLY:

That conditional permission be granted for a temporary period of one year.

Retention of air conditioning condenser unit at rear ground floor roof level and proposed installation of acoustic enclosure.

Additional condition

The plant/machinery hereby permitted shall not be operated except between 0700 hours and 2300 hours daily.
