Election of the Lord Mayor of Westminster

Minutes:

1.1          A procedural motion under Standing Order (9.12) (1) (L) was moved by Councillor Paul Swaddle and seconded by Councillor Matt Noble that the election of the Lord Mayor of Westminster for the ensuing Year be deferred on the grounds that the pandemic had significantly curtailed the ceremonial role of the Lord Mayor during the Municipal Year and with the easing of restrictions it would be fitting in the circumstances for the current Lord Mayor to have a further opportunity in the role and to attend civic events in person.

 

1.2           Motion put, and in the absence of any objections, declared CARRIED that the election of the Lord Mayor of Westminster for the ensuing Year be deferred to an extraordinary meeting on the 9 September 2021.

 

  

2.

Appointment of Relief Chairman

To appoint a Relief Chairman.

Minutes:

2.1       It was moved by the Lord Mayor and seconded by Councillor Paul Swaddle that Councillor Angela Harvey be elected as Relief Chairman.

 

2.2       Motion put, and in the absence of any objections, declared CARRIED.

3.1      RESOLVED: The minutes of the proceedings at the Council meetings on        3 March 2021 were, with the assent of the Members present, signed by the Lord Mayor as a true record of the proceedings.

The Lord Mayor to report that, on November 2nd, he attended the NWEC Oxford Street Lights event.

 

The Lord Mayor to report that, on November 3rd, he attended a tour of Chinatown and a luncheon arranged by CIAC and the LCCA.

 

The Lord Mayor to report that, on November 4th, he attended the CAPCO Armistice Day event in Covent Garden.

 

The Lord Mayor to report that, on November 5th, he visited the Field of Remembrance at Westminster Abbey.

 

The Lord Mayor to report that, on November 11th, he attended a Service to Mark the Centenary of the Burial of the Unknown Warrior at Westminster Abbey.

 

The Lord Mayor to report that, on November 20th, he visited St Mary of the Angels School, Bayswater, for a Poetry Society performance by Year 6.

 

The Lord Mayor to report that, on December 2nd, he attended the NWEC Bond Street Christmas event. On the same day he also attended an interview with the One Show in Trafalgar Square.

 

The Lord Mayor to report that, on December 3rd, he was interviewed by London Live in Trafalgar Square.

 

The Lord Mayor to report that, on December 4th, he attended the opening of a new playground in Paddington Rec. On the same day he also attended the Tachbrook Street Christmas event.

 

The Lord Mayor to report that, on December 5th, he attended the NWEC Regent Street traffic-free day event.

 

The Lord Mayor to report that, on December 10th, he attended the Concord London Marylebone Square ‘Breaking Ground; event.

 

The Lord Mayor to report that, on December 20th, he attended a Carol Service at St John's Hyde Park.

 

The Lord Mayor to report that, on December 22nd, he attended the AGE UK Christmas volunteer event at St John’s, Hyde Park.

 

The Lord Mayor to report that, on December 24th, he attended a Service of Lessons and Carols at Westminster Abbey.

 

The Lord Mayor to report that, on March 16th, he attended a promotional event for Westminster Wheels in Church Street.

 

The Lord Mayor to report that, on April 1st, he attended the Maundy Thursday Eucharist Service at the Abbey.

 

Minutes:

4.1       The Lord Mayor read a statement of condolence on behalf of the City Council in memory of his Royal Highness, the Duke of Edinburgh, following which the council observed a minute’s silence.

 

4.2       The Lord Mayor referred to the civic events that he had attended since November 2020, which were set out on the agenda.

 

5.

Resignation of Councillor Andrea Mann

To note that Councillor Andrea Mann (Churchill Ward) resigned on the 15th March 2021 and a by-election for the vacancy will be held on 6th May 2021.

 

Minutes:

5.1       The resignation of Councillor Andrea Mann was noted and that the By-election for the vacancy in Churchill Ward would be held on 6 May.

 

5.2       The Lord Mayor, on behalf of the council, put on record his thanks to Councillor Mann for her work in representing her constituents and wished her well for the future.

Statement on Urgent Matters

With the approval of the Chairman of the meeting, the Leader of the Council may make a statement on an urgent matter and the Leader of the Opposition will have an equivalent right of reply.

8.

Constitutional Matters - Annual review of seats allocated to Political Groups on Standing Committees pdf icon PDF 220 KB

To receive and consider the report and recommendations of the Chief Executive and the Director of Law on constitutional issues that require a decision.

8.1      The report of the Chief Executive and Director of Law was submitted.

 

8.2      The Lord Mayor put the recommendations set out in the report to the vote and in the absence of any objections declared these to be agreed.

 

           RESOLVED:

 

1.      That the Standing Committees be established as listed in paragraph 2.2 of the report.

 

2.      That the Council confirmed the proportional division of seats on the Standing Committees as set in the report.

 

3.      That the Council noted the Members appointed to the Standing Committees by the Chief Executive following notification received from the respective party Chief Whip under the Local Government (Committees and Political Groups) Regulations 1990 as amended, as set out in Appendix A to the report. The terms of reference for the Standing Committees remains unchanged and can be found in the Constitution.

 

 

9.

To consider items chosen for debate from the attached Future Policy Plan.

Minutes:

9.1      The Majority Party had selected item number 105 on the Future Policy Plan, City Management (Climate Change Implications). The debate will be referred to the relevant Executive Director for consideration when reporting on the subject.

 

10.

Adoption of Westminster's City Plan 2019-40 and Policies Map pdf icon PDF 202 KB

To receive, consider and debate, if chosen, the following report from the Cabinet Member for Business, Licensing and Planning which contains a recommendation to the council for decision.

 

Minutes:

10.1     The council debated the report.  Following debate, the Lord Mayor put the recommendations as set out in the report of the Cabinet Member for Business, Licensing and Planning to the vote and following an electronic poll declared:

 

RESOLVED: That the council agreed to adopt, pursuant to Regulation 26 and 35 of the Town and Country Planning (Local Planning) (England) Regulations 2012, the City Plan 2019 - 2040 and supporting Policies Map.

 

 

 

11.

Designation of an area for Additional Licensing of Houses in Multiple Occupation (HMOs) (To Follow) pdf icon PDF 216 KB

To receive, consider and debate, if chosen, a report from the Cabinet Member for Communities and Regeneration which contains a recommendation to the Council for decision.

Minutes:

11.1     The council debated the report.  Following debate, the Lord Mayor put the recommendations as set out in the report of the Cabinet Member for Communities and Regeneration to the vote and following an electronic poll declared:

 

RESOLVED:

 

           That the council:

 

(a)     Approved the designation attached to the Cabinet Member Report which sets out HMOs that will be subject to additional licensing under section 56(1)(a) of the Housing Act 2004.

 

(b)     That the designation is made on the 23rd April 2021 and comes into force on the 30th August 2021 and lasts for a period of 5 years from that date.

 

(c)     Approved the licensing conditions and amenity standards proposed at “Draft Additional Licensing Scheme” attached to the Cabinet Member Report.

 

(d)     Approved the proposed licence fee structure attached to the Cabinet Member Report.
