Summary of Application

 

The Sub-Committee has determined an application for a New Premises Licence under the Licensing Act 2003 (“The Act”) in respect of 80 Duke Street London W1K 6JG (“The Premises”). The Application has been submitted on behalf of the Landlord to reinstate a surrendered Premises Licence (23/01711/LIPN) on the same terms and conditions in the West End Ward.  The Premises have had the benefit of this Premises Licence since it was granted by the Licensing Sub-Committee in June 2023.

 

The Applicant has produced a written submission which can be found at Pages 3-5 of the additional papers which includes the licence and all of the conditions. This covers the fact that the licence was surrendered by the Premises Licence Holder in April 2024 due to the project no longer proceeding.

 

There is no policy presumption to refuse an application of this type outside of the West End CIZ.

·       I refer to the new application for the above-mentioned premises. I have considered the information that you have provided within and accompanying this application. I have also considered the application in line with the relevant policies within the Councils Statement of Licensing Policy dated October 2021. As presented, the application may have the likely effect of causing an increase in Public Nuisance and may affect Public Safety within the area for which reason I make a representation.

·       I'm writing to strongly object above Licence Application on the behalf of the Residents of Chesham Flats at Brown Hart Gardens London Mayfair,

Summary of Application

 

The Sub-Committee has determined an application for a New Premises Licence under the Licensing Act 2003 (“The Act”) in respect of Amelia 15-16 Bedford Street London WC2E 9HE(“The Premises”). The Premises intends to operate as a local cafeteria and patisserie.

 

The Premises is on two levels. The ground floor is the main floor with direct entry from the street and with the main bar, seating and staircase that lead and allow access to the basement where there is an additional lounge seating area and at the back (towards the west facing the front street) there is access to two separate lavatories and the staff/storage area. It is noted that most of the gas, water and electric meters are situated even further back within the vaulted areas.

 

Both ground and basement layouts are open plan with an easy access and exit of the Premises.  Following certain food and beverage trends and as per the request of some local devoted customers, the Applicant wishes to introduce certain alcoholic drinks that will be served in certain periods of the year with cakes and sweet pastries i.e. mulled wine (hot beverage) during the winter period. The alcoholic drink(s) are intended to be served from the early afternoon until closing in the evening. The normal working hours of the Premises are 8:30 to 20:00 Monday to Friday and 09:00 to 21:00 Saturday and 09:00 to 21:00 Sunday.

 

The Applicant initially applied for the sale of alcohol 12:00 to 20:00 Sunday to Thursday, 12:00 to 20:30 Friday and 12:00 to 21:00 Saturday. However, following meditation this has been amended to 12:00 to 20:00 Monday to Sunday inclusive.

 

There is no policy presumption to refuse an application for a restaurant of this type inside the West End CIZ provided the Premises will not add to negative cumulative impact.
