Summary of the Application

 

This is an application for a New Premises Licence under the Licensing Act 2003 (“The Act”).  The premises intends to operate as a hair salon and bookable event space. The event space will be used for events such as product launches within the industry, and the premises also seeks to offer their customers a drink whilst they are having their hair done/treatment. 

   

There is a resident count of 71.

 

Representations were received form the Licensing Authority, the Soho Society and one interested party on the basis that the Premises is located within the West End Cumulative Impact Area.

Submissions

 

Mr Kevin Jackaman, Licensing Officer, outlined the application to the Committee. He advised that representations had been received from the Licensing Authority, The Soho Society and one local resident and that the Premises was located within the West End Ward and the West End Cumulative Impact Area.  He confirmed that the additional submissions from the Applicant and the Interested Parties had been circulated to all parties.

 

Mr Stewart Gibson (Agent, SG Licensing for the Applicant) outlined the application along with Mr Jack Hirst (Applicant Company).  Mr Gibson outlined that this was an

application for a hairdressing salon that wished to offer their customers the opportunity to have a glass of fizz whist they were having their hair done with the added ability to hold a limited number of product launch events throughout the year.  He added that the Interested Parties had not raised any issues regarding the hairdressing salon side of the business and that their concern seemed to be with the events part of the application or what Mr Gibson liked to call ‘business meetings.’

Mr Gibson outlined that there had been a lot of emails going backwards and forwards regarding the number of events/business meetings part of the application. He confirmed that the Applicant had originally asked for 15 events.  He set out that they would be held on the Premises until 22:00 hours with doors closing at 22:30 hours. Summary of the Application

This is an application for a new Premises Licence under the Licensing Act 2003 (“The Act”) in respect of Cleopatra Restaurant, 157 Praed Street, London, W2 1RL

The Premises operates as a Lebanese Restaurant with up to 30 covers.  No alcohol is served on the Premises and there is no plan to do so in the future.  The application is to extend trading hours to accommodate future late hotel guests in food and beverage requirements.

The Premises are located within the Hyde Park Ward.  The Applicant has proposed 26 conditions and agreed two extra conditions with the Metropolitan Police and one with the Environmental Health Service.

He advised that representations had been received from the Metropolitan Police Service and three Amenity Societies recognised by Westminster City Council.  He outlined that the Premises was located within the Hyde Park Ward.  He confirmed that the additional submissions from the Metropolitan Police Service and the Interested Parties had been circulated to all parties.

 

Mr A Kablan (Agent for the Applicant) outlined the application along with Mr Mohamed Samir (Applicant Company).  Mr Kablan outlined that the restaurant served healthy food and fresh juices and served the busy area around Paddington Station as well as the guests staying at the surrounding hotels and staff from St Mary’s Hospital.  He confirmed that the Applicant did not sell alcohol and did not have table and chairs situated outside of the Premises.  He outlined the Premises had operated without complaint or issue for four years until 02:00 hours and how  the previous manager had forgotten to renew the Premises Licence.  He emphasised that it was not a fast-food establishment such as McDonalds and the type of food sold was kebabs and salad.
