Case Summary
The Sub-Committee has determined an application for a New Premises Licence under the Licensing Act 2003 (“The Act”) in respect of Warwick Food Centre 266 Harrow Road London W2 5ES(“The Premises”). The Premises intends to operate as an off licence and convenience store. The Premises are located in the Westbourne Ward.
This is a new Premises Licence so no licence history exists. The Applicant has proposed 17 conditions and these can be found at Appendix 2 of the agenda report.
A number of additional conditions have been agreed with the Metropolitan Police Service and the Environmental Health Service which appears at Appendix 4.
There is no policy presumption to refuse an application of this type outside of the West End Cumulative Impact Zone.
The matter was assessed on its individual merits by the Licensing Sub-Committee and the promotion of the licensing objectives.
Representations were received from the Environmental Health Service (withdrawn), the Metropolitan Police Service (withdrawn) and one local resident all citing concerns regarding Public Nuisance, Crime and Disorder, Public Safety and the Protection of Children from Harm.
There is a resident count of 366.

· There is an increase of anti-social behaviour in the W25HA area of Harrow Road. There are already too many off licences in the area, so please do not allow another shop to sell. The sale of Alcohol should not be increased in our area residential area, there are primary schools, secondary schools and households close by. We often see drunk people, hooded gangs approaching or taking school aged children's mobile phones. Alcohol drinkers often throw their bottles on the floor, in the street living pieces of glass everywhere. The police has been called on numerous occasions and fail to control the escalating problems from alcohol consumers. These are honest and real concerns and risks , we residents of Oldbury House and around the area have to endure every single day.

Case Summary
The Sub-Committee has determined an application for a Review of a Premises Licence at Sunny Corner 353 Harrow Road London W9 3NA (“The Premises”) under the Licensing Act 2003 (“The Act”). The Premises currently trade as an off licence and convenience store.
The Premises Licence Holder (“PLH”) and Designated Premises Supervisor (“DPS”) is Paranjeet- Singh Grover under licence number 24/05746/LIPVM. The Premises are within the Harrow Road Ward but not located within the West End Cumulative Impact Zone. There is a resident count of 301.
An application was submitted by the Licensing Authority for a review of the Premises and received on 18 October 2024 on the grounds of the Prevention of Crime and Disorder, Public Safety and the Prevention of Public Nuisance. A copy of the application form appears at Appendix 1 of the Agenda Report.
The Premises were granted a Premises Licence by the Licensing Sub Committee in June 2024. At the time of submission, the premises licence number was 24/01504/LIPN. A minor variation has since been granted in respect of a change of layout at the Premises. A copy of the updated Premises Licence (24/05746/LIPVM) can be seen at Appendix 3.
Since the grant of the licence the relevant enforcement officer for the area has received numerous reports that the PLH is not complying with the terminal hour and conditions attached to the Premises Licence.
