To approve the minutes of the last Young People, Learning and

Employment Policy and Scrutiny Committee meeting, 1 October 2024.

To discuss and shape the Committee’s work programme for the

municipal year 2024-2025.

To note the focus of the Schools Forum Working Group to address the current and forecast primary capacity, the surplus places in Westminster, and the work with schools that currently do not have a Debt Recovery Plan.

To note the Bi-Borough Children and Young People’s Plan 2023-2026 and performance one year on in light of the Council delivering its required actions to achieve priority outcomes and objectives.

To note the Youth Justice Partnership Plan for the years 2024-2025 in consideration of the Strategic Youth Justice Plan for 2022-2025 and the Inspection of Youth Justice Services in Westminster, September 2024.

To note the Independent Reviewing Service Annual Report and the Children's Participation and Advocacy Quarterly Report which outlines the engagement with children and young people about their needs.

To note the Local Safeguarding Children Partnership Report which outlines the multi-agency safeguarding training that is provided to the children’s workforce across the partnership.
