Summary of Decision
The Cabinet Member for City Management and Air Quality has approved the award of a 12month contract to RingGo for ‘cashless parking’ services through the GCloud framework.
Reasons for Decision
A short-term contract is required to ensure continuity of service in the Council’s collection of cashless parking payment while officers consider changes to how this service operates and conduct procurement of the service.
Reasons for Urgency
Under provision 2.1.18 of the Policy and Scrutiny Procedure Rules in the Council’s Constitution, the Council may apply a case of special urgency whereby the call-in procedure shall not apply if any delay likely to be caused by the call-in process would seriously prejudice the Council’s or the public’s interests.
In advance of that decision being taken, special urgency may be applied with the agreement of the Chair of the relevant Policy and Scrutiny Committee.
Cllr Jason Williams, Chair of theClimate Action, Environment and Highways Policy and Scrutiny Committee, agreed to this decision being treated as a matter of special urgency on 4 November 2024. The decision could be taken immediately after this agreement was given.
Adherence to the normal Policy and Scrutiny Procedure rules are not practical in these circumstances as Westminster City Council must enter into contract with RingGo by 8 November 2024, and not doing so would cause disruption to parking services across the City and impact on residents and visitors.
