Summary of Decision
The Cabinet Member for City Highways and Air Quality has approved the following:
- The Council proceeding with the detailed design and implementation of the Eccleston Street Public Realm scheme
- The commitment of capital expenditure of £2,270,091 necessary to carry out the design and implementation stages of the proposals relating to the Eccleston Street public realm scheme
- A TMO consultation being progressed, and the making of the decision to implement the TMO delegated to the Head of Parking
- The Council entering into an agreement pursuant to S278 Highways Act 1980 with Grosvenor Estate to secure the funding required to complete design and undertake implementation of the Eccleston Street public realm scheme
- The Council entering into a management agreement with Grosvenor Estate permitting Grosvenor to act as an agent of WCC, overseeing the management and maintenance of new planting and greening associated with the new rain gardens implemented as part of the scheme
- And, the delegation of authority the Director of City Highways to approve minor modifications as necessary to the approved scheme, in consultation with the Cabinet Member for City Highways and Air Quality.
Reasons for Decision
These approvals will allow completion of public highway improvement works. The improvements will help to enhance the area, by improving provisions for walking and accessibility, supporting local business and enhancing the public realm through increased greening and sustainable urban drainage
