Calford Seaden were the original Multi-Disciplinary Consultant Team appointed to support the delivery of QPC, which they carried out up to the point of Geoffrey Osborne entering administration in late April.
By appointing Calford Seaden, the Council will benefit from:
Experience – Through working with members, councillors and the community, Calford Seaden have built considerable experience of the political and local sensitivities in Westminster and the project, experience that cannot be transferred.
Time Constraints– If not retained, the alternative option would be to run a full tender exercise for new multi-disciplinary services. To enter into all necessary legal agreements to acquire a property within Pool House, Church Street Estate, London (Church Street Site A) from the leaseholder for the purchase price acknowledged in appendix A. This includes home loss payment and disturbance payments in accordance with the council’s leaseholder policy and landlord offer (noted in appendices A and B).
2. To waive the outstanding Service Charges on the leasehold account. This is in response to a service drop as the wider estate became vacant and the leaseholder received no material benefit. The costs are attributed as disturbances and noted in the spreadsheet housed in Appendix A.
3. To accommodate SDLT payments for the replacement property in line with the Leasehold Renewal Policy. This will be up to or equivalent of the sold property of 18 Pool House. The property value is outlined in Appendix A – Offer Letter and Disturbance Payments documents.
Reasons for the Decision:
Vacant possession is required for Site A. There are significant financial, and programme benefits of completing acquisition ahead of CPO measures. The property in question is the last remaining occupied flat and will withhold active progression of demolition on Site A if not acquired. Several additional costs were involved in maintaining services until CPO measures could take effect in March. This will now be a savings at the point of sale but more importantly, all vacant possession can be stated as voluntarily agreed. This site has started demolition works. Obtaining site wide vacancy allows for a streamlined approach and without any hindrances going forward for the renewal development.

The interim arrangement is for the care services and accommodation at Forrester Court for the period from 26th January 2025 for a maximum period of six months until 25th July 2025 with a total value of £2,463,482 (to include an uplift to be agreed). The Cabinet Member for Adult Social Care, Public Health and Voluntary Sector has also approved the direct award for the delivery of the Forrester Court Care Services Contract to Care UK Community Partnerships Ltd. (02644862) commencing on or before 26th July 2025 for an initial period of two years with the option to extend by up to seven years and for an estimated contract value of £61,933,451 exclusive of VAT as set out in the report. Finally, the Cabinet Member has delegated authority to the Bi-Borough Executive Director for Adult Social Care and Health to agree commercial terms and enter into all associated legal agreement and documents regarding the above contracts, subject to the agreement of the Director of Law.

Summary of Decision: The Cabinet Member for Planning and Economic Development has taken the decision to approve consultation of, and subsequent application to the Secretary of State for Housing, Communities and Local Government for a Regulation 7 Direction. The Direction would remove deemed consent for the display of estate agents’ boards in the whole of the city indefinitely, and if this is not acceptable, the renewal of the existing Direction and expansion to cover all conservation areas, pursuant to regulation 7(5)(c).
Reason for Decision: There is an existing Regulation 7 Direction which expires in May 2025. This has been an effective tool in managing the proliferation of estate agents’ boards in identified conservation areas. The current Direction covers several but not all conservation areas, and some areas immediately adjacent them. As a minimum, continued coverage of these areas, plus expansion to apply to all conservation areas in the city is necessary so their character can continue to be conserved and enhanced. City-wide coverage is also now sought to enable a more equitable approach to the management and protection of the character of the physical environment in line with the objectives of a Fairer Westminster.

· Delegated authority to the Director of Revenues & Benefits be given delegated authority to determine any individual local discount applications received from Council Taxpayers during the 2025/26 financial year under section 13A(1)(c) of the Local Government Finance Act 1992.
· Approved the same Council Tax Reduction Scheme for 2025/26 which has operated successfully since 2013/14. The scheme is based on the Default Scheme Regulations, updated to reflect changes made via the Prescribed Requirements Amendment Regulations and with War Disabled Pensions, War Widow, Pensions and Armed Forces Compensation scheme payments disregarded in full when calculating a claimant’s income. The same disregards should continue to apply to Housing Benefit and claims for Discretionary Housing Payment (DHP).
· Noted that the Council Tax Base for 2025/26 for the Whole City is 141,569.83 equivalent Band D properties, for Montpelier Square alone 101.76 equivalent Band D properties and for Queen’s Park 3,739.64 equivalent Band D properties.
· Noted that the figures set out in paragraph 2.3 above for the Council Tax Base for 2025/26 are be used by the Council to make a determination pursuant to the requirements of the Local Government Finance Act 1992.
· Noted the determination made in last year’s report to implement a 100% Second Home Premium for the 2025/26 financial year.

right of light enjoyed by a building to allow a development on one
property to proceed without infringing on the rights to light of an

Piccadilly Road Underpass/tunnel links Knightsbridge
and Piccadilly under Hyde Park Corner. The tunnel comprises of two
tunnel bores taking traffic in opposite directions. The tunnel
opened to traffic in the mid-1960s.
The tunnel contains various tunnel systems such as lighting, ventilation, pollution monitors, drainage pumps etc. Some of these systems are original from the 1960s such as the ventilation fans, and some new systems are needed to meet current safety standards, such as fire detection and smoke control.
To meet modern operational and safety standards, many of the existing systems need to be replaced or new systems, which never previously existed, need to be introduced through a programme of improvements.

The Ebury Regeneration scheme is one of the Council’s largest estate development schemes. Once completed, it will deliver 781 homes of various sizes, across nine tower blocks. Ebury Phase 1 will deliver two high-rise blocks (Buildings 7 and 8), a total of circa 224 new homes. Ebury Phase 2 will deliver approximately 337 new homes across five tower blocks (buildings 1,2,3,5 and 6 . Ebury Phase 3 is currently estimated to deliver a total of 220 homes across two tower blocks (Buildings 4 and 9).

The proposed contract award for maintenance and management of such
public conveniences to high standards of safety and hygiene would

continuity of services.

Following the confirmation of the Compulsory Purchase Order Decision for Site A of Church Street by the Planning Inspector on 16 September 2024, it is crucial that the Council continues to facilitate the comprehensive redevelopment of Site A at Church Street (Order Land) by acquiring all relevant land interests and rights in a timely way. Whilst progress has continued to be made with property owners to agree terms for acquisitions that will enable the delivery of the Council’s redevelopment proposals for Site A of Church Street (CPO Scheme), land assembly remains a critical issue for the delivery of the CPO Scheme. The CPO Scheme cannot be delivered unless all properties within the Order Land are wholly in the ownership of the Council together with all necessary rights required to undertake the development. Without the Council acquiring the remaining land in the Order Land and the rights over the neighbouring property, there can be no certainty that the Order Land can be redeveloped. The making of GVD 1 and GVD 2 provides a level of certainty in respect of project programming. This is because once the GVD 1 and the GVD 2 have been executed, and a period of 3 months after the last of the letters have been served upon all affected parties enclosing the notice of making of the GVD 1 or the GVD 2 (as appropriate) has passed, the land to be acquired pursuant to GVD 1 and/or the rights to be acquired as set out in GVD 2 (as appropriate) will vest in the Council. A NTT is a formal request from the Council to agree a price for property and a NoE ensures that entry can be taken of such property. Reasons for Decision
In recognition of the considerable biodiversity loss experienced globally, and as part of the council’s efforts to deliver a Fairer Environment, the council declared an Ecological Emergency in September 2023. It committed to making parks, housing estates and open spaces more hospitable to wildlife and working with local schools, businesses, community groups and supply chains to protect and enhance habitats across the city.
One year on from the declaration, the Greening and Biodiversity Strategy sets out the council’s strategic response to the Ecological Emergency declaration. It is underpinned by a Green Infrastructure Audit of the city and analysis of resident access to local green space through our Environmental Justice Measure tool. The Invitation to Tender (ITT) for laptop refresh project period was initiated on 3rd June 2024 and ended on 2nd July under the CCS RM 6098 Technology Products and Associated Services 2 Framework Agreement Lot 2, with the intention of awarding the contract to a single Supplier.After the final rounds of moderation, Computacenter achieved the highest score based on both quality and price criteria. The evaluation panel found that the Computacenter bid demonstrated a comprehensive understanding of WCC's requirements and expectations and proposed a comprehensive and robust implementation that met and, in some areas, exceeded the specifications, and the service standards set out in the ITT document. The chosen Supplier’s proposal has shown 'Value for Money' by fulfilling the scope of the requirement within the predetermined budget. The assessment panel has thus determined that the proposed Supplier provides the best value and most appropriate solution for WCC's needs and has recommended them as the preferred Supplier for the contract.

Westminster City Council (WCC) is in ‘evergreen’ rolling energy contracts, with Crown Commercial Services (CCS) acting as the broker with EDF Energy Ltd and Total Energies Gas and Power Ltd as the energy suppliers. An emergency cabinet member decision was granted to approve a one-year extension on the current utility contracts with CCS, from 1/4/2024 - 31/3/2025 on 15 September 2023. This decision was necessitated by the forward purchase nature of utilities contracts.
Following on from this decision the Council has undertaken a full options appraisal of the procurement of its energy supply. The review considered historical and current relative price performance versus the market average. At the price comparison point, CCS offered lower prices than the LASER offer. There will be a yearly review of basket / strategies which will consist of benchmarking of the purchasing strategies offered by CCS to determine whether it would be advantageous for the Council to change strategies dependent upon the energy market projections.
Reasons for Urgency
Under provision 33.14 of the Access to Information Procedure Rules in the Council’s Constitution, the Council may apply a case of special urgency to the rule to publish notice of a decision 28 days in advance of that decision being taken with the agreement of the Chair of the relevant Policy and Scrutiny Committee. Cllr Angela Piddock, Chair of the Overview and Scrutiny Committee agreed to this decision being treated as a matter of special urgency on 13 September 2024. The decision could be taken immediately after this agreement was given.
Adherence to the normal access to information rules, and specifically the 28 day rule, are not practical in these circumstances as Westminster City Council must commit to the purchase window for the 2025-28 financial years by 15 September 2024, and not doing so would leave the Council liable to increased costs.

VAT and appoint for the provision of “Energy Company Management Services” to provide energy management of systems on residential block, estate and external services including the energy facility for the Ebury Bridge Regeneration across Phases 1, 2 & 3.
The Council’s (WCC) payment of £1,428,779 will cover the £1,400,000 over the 7-year period (£200,000 per annum) is in respect of related costs impact for maintenance services of the energy centre (heating and cooling plant) which serves phases 1 and 3 combined. The energy centre design and capacity incorporate both Phases 1 & 3 of the build. The Phase 3 of the development Scheme payments are being in respect of capital cost of the energy centre and its associated routine maintenance. The Phase 3 development programme is due to be delivered in 2031. The remaining £28,779 will be used for ‘setting up costs’ for the acceptance of Energy Centres, infrastructure, and mobilisation that will be billed by Vital Energi directly to WCC. These costs are not considered recoverable from any of the end user customers of the heat and cooling network in occupancy under the Scheme.
The balance of contract costs will be fully recovered through either a recharge to leaseholders or operationally via the HRA Business Plan.

Reasons for Decision
Currently the City Council absorbs the electronic payment’s transactional charge for those paying to park on street. However, the market has for some time been moving toward charging the customer (the “end user”) rather than the Local Authority. Officers strongly believe that the City Council must move to this model in future Cashless contracts This model will improve the competitive nature of the procurement while offering potential for greater choice for our customers.
The City Council’s policies are to encourage the use of active travel and public transport when moving about the City. These policies support greater health and wellbeing through increased activity and reduced pollution and greenhouse gases. While the additional transactional costs as a percentage of the average spend is not considered likely to change behaviour it is not fair to expect residents impacted by the pollution and poor air quality to fund a service dedicated to a type of transport use that the City Council wants to discourage.
