Pedestrianise Formosa Street

We the undersigned petition Westminster City Council to Pedestrianise the portion of Formosa St (W9) between Castellain Road and Warrington Crescent

As residents of the area we think that pedestrianising this short portion of the street would greatly enhance the enjoyment of the local community and visitors by creating a safe and social space for people to mix in and enhance what is already a valuable asset. Studies have shown that pedestrianised areas can act as catalysts for social interaction, fostering a sense of community and belonging.

Pedestrianisation of Formosa Street would make it more attractive for local residents to shop, eat, socialise and support our vital local businesses, 85% of which are in favour of this proposal.

There have been two petitions raised in the past, in 2011 and 2020, both of which were rejected by the then Conservative-controlled Westminster Council. The objections previously raised can easily be addressed. For example:

- Parking: The demand for parking in the area has reduced significantly over recent years and the seven pay by phone spaces in this section of Formosa Street could be moved to Castellain Road.

- Deliveries: Deliveries to shops and businesses could be undertaken by providing delivery bays at each end of the short section of street – no business is more than about 25m from one end of the street or the other.

- Noise: There are already laws in place to regulate noise in built up areas and permission, for example for restaurants to have tables in the street, could be limited as at present by a curfew.

- Traffic: This section of road is not necessary for the free flow of traffic in the vicinity and indeed is difficult to navigate due to parking being allowed on both sides of the narrow street. Pedestrianising this section of the street is in line with the current council’s Fairer Environment priorities.

- Impact on businesses: A survey of the 13 businesses on this stretch of Formosa Street has shown that 85% are in favour of pedestrianisation. UK-wide studies have shown that pedestrianised streets have contributed to increases in footfall for local businesses of up to 40%.
