The Illuminated River Project is a privately
funded initiative to light central London's Thames Bridges
including Waterloo Bridge and the twin Golden Jubilee Footbridges
which are owned and maintained by Westminster. The report seeks
approval to enter into a legal agreement with the Illuminated River
Foundation (IRF) effectively granting the IRF a licence to install
new lighting on the Westminster's Bridges and maintain them for a
period of 9 years.
