Councillor Tim Mitchell declared that in respect of the first application on the agenda, Nando’s, 67-68 Chandos Place, WC2N, that the site was in his Ward and therefore he withdrew from the meeting during consideration of this item.

Present:  Ms Julia Palmer (Solicitor, representing the Applicant), Mr Mike Schofield (Managing Director, Applicant Company), Mr Greg Wojtkun (Site Manager, Applicant Company), Mr Robert Kitchin (Technical Manager, Applicant Company) and PC Reaz Guerra (Metropolitan Police)

 

Declarations: Councillor Tim Mitchell declared an interest in that the application site was in his Ward, that he would play no part in considering the application and withdrew from the meeting.  The Sub-Committee then elected Councillor Melvyn Caplan as Chairman in the absence of Councillor Mitchell. 

 

                        Councillor Caplan stated that although he had visited Nando’s restaurants, he did not regard this as a prejudicial interest and remained present to consider the application.  He added that although he was substituting for another member on the Sub-Committee, he had read the papers for this application the previous weekend.

Variation of layout

 

 

Change the layout of the basement to:

 

1. Include a 5th cubicle in the ladies toilets

2. Include an additional urinal in the gentlemen’s toilets

3. Reconfiguration of the entrance into the ladies toilet to permit an additional male WC and wash hand basin.

 

 

Amendments to application advised at hearing:

Ms Palmer, representing the Applicant, began by stating that the Applicant, Nando’s, as a nationwide restaurant chain operator, had a uniform system of dealing with customers.  She explained that customers were welcomed by a meeter and greeter at the premises’ entrance and then taken by waiting staff to their table where the ordering system would be explained to those customers unfamiliar with it.  The customer would then select their choices from the menu provided and then proceed to the counter to place their order of food and drink.  The menu included a limited choice of alcohol, including ten wines and five beers and ciders.  Ms Palmer clarified that customers could not sit at the counter and drink and that the counter was only used for taking orders and where age verification would take place.  If customers subsequently wanted to order a second drink, they could either ask waiting staff at their table, or go to the counter to place the further order.  Ms Palmer explained that all front of house staff undertook standardised training so as to ensure that staff that were temporarily required to work at a different restaurant to their usual one would already be familiar with the procedures. In addition, any changes to the operational procedure could cause issues, especially if temporary staff were coming from another site.
