To note any changes to the membership.

It was noted that Councillors Robert Rigby and Jason Williams had replaced Councillors Paul Church and Ruth Bush respectively.

To receive declarations by members and officers of the existence and nature of any personal or prejudicial interests in matters on this agenda.

2.1      Councillor Peter Freeman explained that a week before the meeting, all four Members of the Committee were provided with a full set of papers including a detailed officer’s report on each application; together with bundles of every single letter or e-mail received in respect of every application, including all letters and e-mails containing objections or giving support. Members of the Committee read through everything in detail prior to the meeting. Accordingly, if an issue or comment made by a correspondent was not specifically mentioned at this meeting in the officers’ presentation or by Members of the Committee, it did not mean that the issue had been ignored. Members will have read about the issue and comments made by correspondents in the papers read prior to the meeting.

2.2      Councillor Freeman declared that in his capacity as Deputy Cabinet Member for the Built Environment he sometimes received requests from developers to provide him with a presentation on a pending planning application or to discuss future projects.  These always took place in the presence of council officers.  At such meetings views or guidance from the Council were requested.  No guarantees or commitments were given during such meetings on behalf of the City Council.

2.3       Councillor Freeman also declared that Items 2 and 3 were situated within his ward.

2.4      Councillors Freeman, Caplan and Williams declared that in respect of Item 3 they had all sat on Committees which had heard the application previously.

To sign the minutes of the last meeting as a correct record of proceedings.

RESOLVED:

That the Minutes of the meeting held on 23 August 2016 be signed by the Chairman as a correct record of proceedings.

Applications for decision

Use of basement and part ground floor as residential (Class C3) to provide additional floorspace to an existing maisonette and external alterations including the creation of a front light well.

RESOLVED:

That permission be refused as the application was considered contrary to Council policy and also due to a lack of marketing information to support the case.

Erection of a single storey side ground floor extension.

RESOLVED:

That conditional permission be granted.

Full width rear dormer and three rooflights to rear roof slope, installation of new rooflights to front roof slope (retrospective application).

An additional representation was received from London Green (09/09/16).

A late representation was received from London Green (16/09/16).

RESOLVED:

That permission be refused due to a loss of amenity to the neighbouring property.

Installation of full height extract duct together with screening and associated fan; relocation of 3 air conditioning units and a chiller refrigeration unit and provision of 1 additional air conditioning unit all within a new screened enclosure on a rear 1st floor flat roof.

An additional representation was received from CBRE Ltd (16/09/16).

RESOLVED:

That conditional planning permission be granted.

Use of basement as restaurant (Class A3) and erection of a full height rear extract duct.

RESOLVED:

That conditional permission be granted subject to an additional condition requiring the submission of a servicing plan.

Creation of 6 no. pitches on the north terrace of Trafalgar Square.

A late representation was received from The National Gallery (20/09/16).

RESOLVED:

That conditional permission under Regulation 3 of the Town and Country Planning General Regulations 1992 be granted.
