Reason for urgency:
Under provision 33.13 of the council’s Access to Information Procedure Rules contained in the Constitution, the Council may consider it necessary for a ‘General Exception’ to be made to the normal rules about publicity for key executive decisions provided that the Chief Executive notifies the Chair of the relevant Policy and Scrutiny Committee five clear days in advance of the decision being taken. Cllr Paul Fisher, Chair of the Finance, Planning and Economic Development Policy and Scrutiny Committee was notified of the use of the General Exception rule on 16 February 2023, enabling the decision to be taken by 24 February 2023 at the earliest.

Adherence to the normal access to information rules, and specifically the 28 day rule, are not practical in these circumstances since the current provider of leaseholder buildings insurance has given notice that they are withdrawing from the market from 1 April 2023 and alternative arrangements need to be locked in well in advance of this date
