Summary of the Application
The Sub-Committee has determined an application for a Variation of a Premises Licence under the Licensing Act 2003 (“The Act”) in respect of 58-60 Lupus Street London SW1V 3EE (“The Premises”). The Premises operates as a delicatessen. The Premises Licence Holder (“PLH”) is Atlantico (UK) Limited.
The PLH seeks to vary the Licence as follows:-
· To add the Retail Sale of Alcohol for consumption on the Premises Monday to Saturday 10:00 to 20:00 and Sunday 10:00 to 18:00. · To vary the plans to add the seating area as part of the licensable area. · To remove conditions 10 and 17.

Summary of the Application
The Sub-Committee has determined an application for a New Premises Licence under the Licensing Act 2003 (“The Act”) in respect of Redacted 26-29 Drury Lane London WC2B 5RL (“The Premises”). The Premises intends to operate as a British and Italian restaurant over the ground and basement floors with private dining rooms, function space, bar area and external seating. In support of the application the Applicant has provided an Operational Management Plan at pages 75 to 102 of the agenda report and has proposed some 38 conditions.
The Premises is located within the East Covent Garden SCZ and so the Applicant must demonstrate that they have considered the local matters contained in the East Covent Garden SCZ, namely Paragraph D53 on page 58 of the City Councils SLP. This states “The East Covent Garden area is 0.09km2 in size, accounting for 0.4% of the borough’s foot print. The local issues that need to be considered are; Elevated levels of noise nuisance at night surrounding locations of licensed premises”.

The Sub-Committee has determined an application for a Variation of a Premises Licence under the Licensing Act 2003 (“The Act”) in respect of Penelope’s Drury House 34-33 Russell Street London WC2B 5HA (“The Premises”). The Premises operates as a restaurant on the ground floor of the Amaro Hotel. The Premises Licence Holder (“PLH”) is Manex Properties Limited.
The PLH seeks to vary the Licence as follows:-
· Extend the terminal hours for licensable activities by 1 hour and 30 minutes daily and to extend opening hours by 2 hours daily. · Replacing Condition 30 with model condition 15; There shall be no admittance or re-admittance to the premises after 23:00 Monday to Thursday, 23:30 Friday and Saturday, and 22:00 Sunday, except for patrons permitted to temporarily leave the premises (e.g. to smoke, make a phone call.)
The Premises has been licensed since 2016 and the PLH has held the licence since June 2021. A full history can be found at Appendix 3 of the agenda report. Agreed conditions can be found at Appendix 4. The PLH has submitted a written submission at pages 7-25 of the additional pack. The Premises are located within the St James’s Ward and fall within the East Covent Garden Special Consideration Zone.
